This is called the "splash entry page", used to give a quick overview of your web's purpose to let your visitors know what you are "all about". 

It is also helpful to reinforce your keywords on this page, so that when the search engines are spidering your site, they can see that the Meta Tags you've set up with keywords actually DO pertain to your website.
